It was my understanding that whips are rarely used. At least in all the races I&#39;ve been too, I never saw a whip used repeatedly on a horse.

A jockey dont BEAT a horse with a whip... The whip is used a a goad, the jockey prods the horse with the whip. That&#39;s why it&#39;s stiff.
